This is the later style control with DUAL blend box door cable. In late 95 Ford issued a TSB for sticky blend doors. Ford's solution was to upgrade to the dual cable style. This style was used on 96 and 97 trucks. Earlier trucks may have been upgraded to the dual style under factory warranty.
This is a common upgrade for the earlier trucks to increase heater reliability.
